Respectfully - zero states. No Nigerian state currently provides all of these benefits universally:

Free, uninterrupted electricity
Free Wi-Fi and mobile data everywhere
Complete freedom from terrorism and serious insecurity
Guaranteed jobs for every youth and graduate
Good roads throughout the state
Food self-sufficiency
New hospitals and ambulances for everyone
Free housing with built-in shops
Free education through PhD level
Some states offer limited versions of individual benefits. For example, Anambra has provided free Wi-Fi at selected locations, while several states have acquired ambulances or renovated hospitals. These are not universal statewide packages.

Also, 240 million is roughly Nigeria's entire population, not its number of youths or graduates. The 2025 population estimate was approximately 237.5 million
