President John Dramani Mahama explains Ghana’s decision to reject the proposed United States Health Compact, which was offered as a replacement for previous USAID funding.

He states that the document contained several provisions his government found unacceptable, including requirements to share Ghana’s pathogen profiles and medical records, obligations for counterpart funding, and exemptions allowing certain medical products to enter the country without inspection by the Ghana Food and Drugs Authority.

Mahama describes the terms as humiliating and an affront to national sovereignty. He notes that the Ministry of Health reviewed the compact, flagged the problematic clauses in a Cabinet paper, and that Cabinet rejected the agreement promptly.
