The FG is tightening capital budget execution to curb unfunded contracts and improve project delivery.
New Treasury guidelines require Ministries, Departments and Agencies to secure valid Warrants or Authority to Incur Expenditure before awarding contracts or making capital commitments.
The reforms also mandate quarterly cash plans, stricter GIFMIS controls and documentary evidence of available funds. Effective enforcement could reduce abandoned projects, cost overruns and fiscal leakages while improving transparency, budget credibility and investor confidence in Nigeria’s public financial management system.
