People are often resistant to new information systems. They are reluctant to use a new system and criticise it strongly. When users are opposed to a new system, they are likely to want it to fail.

I have experienced this firsthand, from introduction of new policies and internal controls, design and implementation of new softwares/ERP, etc.

The panacea is to effectively communicate the importance of the new system, its advantages, and a firm body language that there will be no other option than to comply before implementation.
