There is no official nationwide policy in Nigeria that guarantees free light (low‑cost) data, free public Wi‑Fi, and free education up to PhD level in all 36 states. However, some states have implemented partial free Wi‑Fi and free education programs, while the Nigerian communications commission (NCC) is consulting on a zero‑rated data plan for students
States with Free Wi‑Fi Initiatives
According to ICTworks, verified free public Wi‑Fi programs exist in at least seven states
Anambra State – Free Wi‑Fi at Aroma Junction, Book Foundation, and UNIZIK Back Gate (1 hour/day)
Lagos State – Parks Wi‑Fi in Ndubuisi Kanu Park and Muri‑Okunola Park
Ekiti State – Free Wi‑Fi in government offices and public parks
Edo State – 24‑hour free Wi‑Fi in public offices and recreational spots in Benin City
Other states – The Nigerian government’s National Broadband Plan includes free Wi‑Fi in 75 public places (20 airports, 43 university campuses, 6 marketplaces) across all 36 states
States with Free Education Policies
Free education is available in several states, but not necessarily up to PhD level. Examples include
Lagos State – Free primary and secondary education, plus support for indigent students.
Ogun State – Free education up to secondary level.
Kano State – Free education, especially for girl‑children.
Rivers State – Free primary and secondary education.
Osun State – Free primary and secondary education, plus free meals.
Oyo State – Free primary and secondary education, free textbooks/uniforms.
Kaduna State – Free education with school renovations and teacher recruitment.
Niger State – Free primary and secondary education.
Borno State – Free education as part of post‑conflict recovery.
Free Data for Students
The NCC’s Zero‑Rated Data Access Project is under consultation to make approved educational platforms free for students, but this is not yet nationwide and is limited to trial phases Pulse Nigeria+1.
Free Wi‑Fi: At least 7 states have public free Wi‑Fi, plus the federal plan covers 36 states.
Free Education: Multiple states offer free primary/secondary education, but PhD‑level free education is not a standard policy.
Free Data: Only a proposed student‑focused zero‑rated plan exists, not yet implemented nationwide.
There is no single number of states that currently offer all three (free light data, free public Wi‑Fi, and free education up to PhD) — the programs are state‑specific and not yet unified nationwide.
