This lady is on police radar due to the section 21(1) of of the CBN law that explicitly classifies folding or stapling banknotes into bouquets, money towers, or decorative cakes as Naira Abuse.

Section 21(1): Makes it a punishable criminal offense for any person to tamper with, deface, or otherwise abuse any banknote or coin issued by the CBN.

There is no Ignorant of the law because ignorant of the law is another crime itself.
