Refusing to pay ransom is the correct strategy for dismantling terrorism and kidnapping networks. In addition, the government must thoroughly investigate the bad actors within the military, police, and civil institutions who undermine national security efforts. Arrests and prosecutions of those sabotaging the fight against terrorism are necessary steps toward restoring stability.
