Those who looted the materials should be investigated and, where the evidence supports it, prosecuted according to law. At the same time, governments must reduce the conditions that fuel desperation and strengthen protection for public assets. Nigeria cannot build modern infrastructure if public property is treated as free-for-all. Development requires both accountable government and responsible citizens.
