Why draft a budget if you won't implement it fully? We continue borrowing at record levels, yet many budgeted projects remain unfinished. Where is all the borrowed money going?

If failure to implement the budget is considered an impeachable offence, then who is responsible for holding the President accountable? More importantly, who will actually initiate that process?
