That statement is not supported by Scripture.
Salvation and righteousness are not two separate experiences where a person can have one without the other. The Bible teaches that everyone who is saved by faith in Christ is also declared righteous by God (Romans 5:1, 2 Corinthians 5:21, Philippians 3:9).

The repentant thief on the cross did not atone for his own sins or make amends with Jesus. He simply acknowledged his guilt, recognized Jesus’ innocence, believed in Him, and asked to be remembered. Jesus immediately assured him, “Today you will be with Me in Paradise” (Luke 23:39–43). His entrance into Paradise was based entirely on Christ’s grace, not on any work of atonement or restitution.

According to the New Testament, it is Christ who atones for sin, not the sinner. Therefore, everyone who is truly saved is also justified, declared righteous by God and has the promise of eternal life. Scripture does not teach that a person can be saved yet remain unrighteous before God.
