Whoever crafted the saying "You can't have your cake and eat it" should've included a caveat that it didn't include Nigerian politricians.

Award the biggest contract ever to your friend below the table without competitive bidding, shut down all scrutiny by prying journalists and citizens and also neglect to do an EIA.

Then name the project after yourself as the icing on the cake.
