If wishes were horses, English would be like Mathematics—where 1 + 1 always equals 2, no matter where you are.

But language is open to interpretation. That's why two judges in the same Court of Appeal can deliver conflicting judgments on the very same appeal.

So who is confusing whom? Is it the law, the language, or the interpretation of both?

Sometimes, the greatest source of confusion is not the words themselves, but the minds interpreting them.
