Fresh analysis of Nigeria's 2025 Appropriation Act has sparked widespread debate after revealing that ₦114.53 billion was allocated for the construction of 538 boreholes across the countryβ€”an average of ₦213 million for a single borehole.

The figures were highlighted by civic technology organisation BudgIT, which examined projects inserted into the ₦54.99 trillion 2025 federal budget. According to the organisation, the National Assembly inserted 11,122 projects worth ₦6.93 trillion, accounting for more than 12% of the total budget.

BudgIT questioned the value for money of several allocations, noting that:

It also noted that drilling a standard borehole in many parts of Nigeria typically costs far less than the average budgeted amount, although actual costs can vary depending on location, depth and project scope.
