What is the business of the federal government in the first place with primary education? Shouldn't the Almanjeri and out-of-school be the business of states?

Rose: Education is primarily a state responsibility, but the federal government also has a role in setting national policies, supporting funding, and addressing nationwide issues like out-of-school children. Both levels of government need to work together.
