The Central Bank of Nigeria (CBN) has introduced new market structure requirements aimed at enhancing transparency, strengthening competition, and improving resilience across Nigeria's payments ecosystem.

The circular requires the disclosure of Ultimate Beneficial Ownership (UBO), mandates that payments transaction data generated in Nigeria be stored locally from January 1, 2027, and introduces market share limits to address concentration risks in card issuing and merchant acquiring activities.
