Why should the President direct the ICPC to investigate a supposedly fictitious agency within the Presidency?

Isn't the ICPC already empowered by law to investigate corruption and related allegations on its own?

Why do we operate as though anti-corruption agencies need presidential permission before carrying out their statutory responsibilities? That raises serious questions about their independence.
