Section 36 of the Police Act and Section 7 of the Administration of Criminal Justice Act (ACJA) outlaw the practice of arresting a person in lieu of a suspect. The provisions, which are ipsissima verba, read as follows:
"A person shall not be arrested in place of a suspect."
The overzealous Nigerian Police will never learn!
