Hamas says the head of its Gaza Emergency Committee has resigned, marking the beginning of the dissolution of the body responsible for running civilian affairs in Gaza.

The move is intended to pave the way for a technocratic committee to take over the administration of the Strip.

But before anyone concludes that Hamas has surrendered power, there's an important distinction.

This announcement mainly concerns civilian governance. The question of Hamas's military wing and its weapons remains unresolved and is still one of the biggest obstacles in ceasefire and post-war negotiations.

So while this is a significant political development, it is not yet a complete transfer of power.

The coming weeks will reveal whether this becomes a genuine transition or simply another step in a much longer negotiation process.
