1 Samuel 7:7 NIV

"When the Philistines heard that Israel had assembled at Mizpah, the rulers of the Philistines came up to attack them. When the Israelites heard of it, they were afraid because of the Philistines."

Context: Samuel had just called Israel to repent and gather at Mizpah. Right after they assemble to seek God, the Philistines hear about it and move to attack. That’s what leads to verse 10, where God thunders against the Philistines and gives Israel victory.
