AOJ: The DSS is supposed to be the primary domestic intelligence-gathering agency for all other security agencies. Don't they have the requisite means of gathering this intel to avert crimes? In other working climes, crimes are foiled before they happen. Sadly, the reverse is the case here. 😔 😥 😠
