The reason you can confidently enter a building is because you believe it is structurally sound, yet many people take their safety for granted. We must also examine the role of regulatory agencies. As a developer, I can tell you that no developer would confidently add extra floors beyond the approved plan without some level of backing or failure within the regulatory system.
