Does size really matter in governance?

According to the Mo Ibrahim Foundation Ibrahim Index of African Governance (IIAG), the answer may surprise you.

Between 2020 and 2023, Seychelles, Mauritius, and Cabo Verde consistently ranked as Africa's top three best-governed countries, outperforming far larger and more resource-endowed states.

Meanwhile, continental heavyweights such as Nigeria, Egypt, Kenya, and South Africa have struggled to match the governance performance of these relatively small island and coastal nations.

If Africa's governance challenge is often explained by population size, geographic scale, or economic complexity, why do some of the continent's smallest states consistently lead in delivering public goods, strengthening institutions, and improving citizens' well-being?
