ALEX OTTI: INTENTIONALITY, COMPETENCE, AND THE REMAKING OF A NEW ABIA.

From Banking Hall to Government House: Dr. Alex Chioma Otti, OFR, was born February 18, 1965, in Umuru, Isiala Ngwa South LGA, Abia State. His path to leadership was set early by excellence and enterprise.

Academic Foundation: Dr Alex Otti made First Class in Economics at the University of Port Harcourt in 1988, bagged his MBA from the University of Lagos in 1994, attended various international courses including the Executive Development Programmes of the Columbia Business and Stanford Business School and Wharton Business School (University of Pennsylvania). He also did an Executive Programme at INSEAD, Fontainebleau - France.

Banking Legacy: As MD/CEO of Diamond Bank Plc, 2011–2014, Dr Otti turned the bank into one of Nigeria’s fastest-growing retail banks, winning “Best Retail Bank in Nigeria” multiple times. He drove financial inclusion, using technology to bank the unbanked. Dr Otti’s era in the financial sector shaped him: data-driven, process-oriented, allergic to waste, and obsessed with outcomes. He entered politics in 2015 with a clear thesis: “If we can fix a Bank, we can fix a State.”

Intentionality in Government: The ‘Otti Doctrine’ - Since May 29, 2023, Governor Otti has governed Abia with intent, not improvisation. Four principles define his administration:

1. Competence Over Patronage: Under Governor Otti’s leadership, appointments are based on track record, not political debt. His cabinet mixes technocrats, returning diaspora professionals, and tested administrators. The guiding principle: ‘Government is work, not reward’.

2. Discipline in Public Finance: On assumption of office, Governor Otti immediately embarked on forensic audit of the payroll and MDAs, removal of ghost workers, harmonization of IGR, and closure of leakages. “Every naira must work” moved from slogan to policy. The savings are being reinvested in infrastructure and social services.

3. Fix the Basics First: Instead of scattered “elephant projects,” the administration focused on high-impact, low-hanging fruit: roads, waste management, primary healthcare, public schools, and security, including public buildings, transportation infrastructure, and market remodeling. A state of emergency was declared on security to restore peace, order and confidence. The goal: rebuild citizens trust by fixing daily pain points.
