Just like you cannot tell if a pudding is delicious merely by looking at the recipe or ingredients, you cannot evaluate an idea, plan, or product until you experience its final outcome.

Maybe Mr Minister came fully hydrated and wouldn't want to mix high quality with low quality.

Quality matters over quantity
