What Matters In Nigeria Is The Intent Of The People Implementing Laws And Policies — Kogbara

You can have the best laws and policies in the world, but if you have a bunch of corrupt, incompetent nincompoops it’s not going to make any difference. State or federal police, it doesn’t matter if bad actors are involved, and that includes governors.
