Respectfully what INEC actually says
Only Nigerian citizens who are 18 years and above can register.

INEC does NOT allow 16‑ or 17‑year‑olds to register early, even if they will turn 18 before the election.

There is no birth‑year cutoff like “born in 2005 or earlier.”

If you turn 18 during the registration period, you become eligible immediately.
