You have to be very specific in your targeting because these are actors who can emerge from anywhere and often focus on vulnerable soft targets like schools and communities. It is not practical to deploy the military across every part of the country to secure all schools and locations at all times. That is why there is a need for a more intelligence-led security approach, supported and complemented by the use of technology to improve detection, prevention, and response.
