There is no longer a simple “kidnapping” operation in the way people once understood it. Today, these activities involve a full value chain and multiple levels of participation. There are informants, lookouts, those who handle logistics, and others who collect ransom payments. In some cases, there is even a system in place to keep victims alive at the minimum level needed for survival. What is clear is that these operations are supported by organized networks, and the underlying issue driving them is impunity.
