What that means:

365 kWh/person/year is very low compared to developed countries (often

It can support basic electricity access (lighting, phone charging, small appliances) if well distributed.

It is not enough for strong industrialization, heavy commercial use, and 24/7 stable power for 240 million Nigerians in 36 states and 774 LGAs.

Context for Nigeria:

Nigeria today generates far less per person than global averages, so 10,000 MW would be better than now and could dramatically reduce blackouts if transmission and distribution are also fixed.

But for a population of ~240 million, a truly robust system likely needs several times that capacity over time (think 100–200+ GW with strong grid and local generation).

So: 10,000 MW can “give light” in the sense of basic access for most Nigerians, but not full, reliable, modern power for 240 million Nigerians this will be another lie/slogan sir no disrespect, but 240 million Nigerians have been told these failed promises for decades
