Like a roaring lion or a charging bear is a wicked ruler over a helpless people.

And the broader principle appears again in the next chapter:

When the righteous thrive, the people rejoice; when the wicked rule, the people groan.

— Proverbs 29:2

The biblical point is that leadership has consequences beyond the leader. A righteous ruler tends to promote justice, stability, and the well-being of the people, while a corrupt or oppressive ruler often brings suffering, fear, poverty, and injustice.

You could express it this way:

When the wicked rule, people suffer. When the righteous govern, people rejoice. (Proverbs 29:2)

Or more succinctly:

When the wicked rule, the people groan; when the righteous lead, the people flourish. (cf. Proverbs 29:2)
