Operation Safe Corridor Is for Coerced Civilians, Not Combatant Terrorists - Musa
International law requires that surrendered enemies be treated humanely. Operation Safe Corridor is an internationally established avenue for receiving terrorists who surrender voluntarily. Our operations in Borno revealed three categories of terrorists: 1) individuals forced into terrorism through duress; 2) people abducted from villages and used as farmers and slaves; and 3) the actual perpetrators - the combatants. Operation Safe Corridor is designed for the first two groups. Combatants are held separately so the Office of the Attorney-General can build cases against them for prosecution and imprisonment.
