Governance who is actually in charge?
Strengthen the rail authority:
Give Nigerian Railway Corporation (or its successor) clear autonomy and professional management, not political appointees only.

Sets safety standards, tariffs rules, and access rights for private operators.

States can own or co‑own branch lines and stations, but must follow national standards.

A fixed percentage of rail revenue + federal allocation goes into a ring‑fenced maintenance fund.
Performance contracts:
Private companies can be hired to maintain tracks and stations under strict KPIs.
Digital monitoring:
Use sensors, drones, and regular inspections to detect track faults, vandalism, and theft early.
Security and vandalism control
Railway police + community security:
Special rail security units working with local vigilantes and communities.
Design against vandalism:
Fenced corridors in urban areas.
Secure storage for equipment.
Strong penalties for cable/track theft.
Community buy‑in:
Hire locals for station jobs, security, cleaning, loading—240 million Nigerians will protect what feeds them.
