The Rules Of INEC Cannot Contravene The Act Of The Constitution — Okpara

Yes INEC has the power under the constitution to make rules and direct how the elections should be conducted. Whatever rules or directives given by INEC must fall in line with the constitution. If the constitution says 120 days and the Act says 7 days, INEC chairman is expected to follow the constitution because the Act contravenes the constitution.
