Respectfully money who pays for all this Nigerian government can’t fund this only from Abuja only. You mix 36 states 774 LGA money sources:

Private investors mini‑grid developers, IPPs (independent power producers), rooftop solar companies.

Banks consumer and SME solar loans, pay‑as‑you‑go models. Light bill 1000 naira/monthly, Wi-Fi/data 500 naira/monthly if the Nigerian government cannot provide free light free Wi-Fi/data that was promised decades ago

The key is Nigerian government buys every panel in the 36 states 774 LGA —it unlocks and de‑risks the market so others cannot steal the money meant for light again
