Your Excellencies, Esteemed President Bola Ahmed Tinubu, Opposition parties, independent candidates, Courts & Judiciary, EFCC 240 million Nigerians are writing to raise urgent concerns and expectations regarding the proposed partnership involving the Port Harcourt and Warri refineries, particularly the reported discussions about a 51% stake for Chinese investors.
240 million of Nigerians—especially youths and graduates—are watching this development closely. Any agreement of this scale must prioritize Nigeria’s long-term interests, national capacity, and economic sovereignty.
Below are key points that require clear timelines, commitments, and public assurances:
Project Commencement Timeline Nigerians need to know when this refinery revitalization project will officially begin and the expected phases of implementation.
Job Creation for 240 million Nigerians the expectation is that Nigerian youths and graduates will be hired and trained directly by the Chinese partners. Employment should be structured as a 50/50 partnership, ensuring Nigerian workers gain real skills and long-term technical capacity.
Local Hiring Requirements Recruitment must be simple, transparent, and accessible:
No online applications or online interviews.
Walk-in, in-person hiring. Upload location address on the LekeeLekee app
Only valid Nigerian ID and valid passport required.
Immediate hiring and training for all 240 million Nigerian youths & graduates
Retention of skills and capital in Nigeria the money, expertise, and technical knowledge generated from this project must remain in Nigeria. This project should strengthen our national workforce, not outsource opportunities.
Respectfully EFCC recovery of previously stolen funds while this project is ongoing, the EFCC should intensify efforts to recover previously stolen public funds. These recovered funds can support job creation, infrastructure, and national development. And pay off Nigerian debts

How long the hiring process will last.
When training programs will commence.

Transparency, accountability, and prioritizing only Nigerian workers must be at the center of every decision. Demand Chinese company must sign contract to train 240 million Nigerian youths & graduates now
