Respectfully so where is the money?

Some of the money was never released
Budgeted ≠ disbursed.
Nigeria often announces big projects without actually releasing the funds.

Some of the money was reallocated
Funds meant for rail were moved to:

fuel subsidies

debt servicing

security

emergency spending

Some of the money was lost to inefficiency or corruption
Not all, but enough to slow progress.

China withheld the rest. China will not release loan tranches if Nigeria:

misses payments

fails to meet conditions

delays counterpart funding

So the money simply stayed in China.

Could Nigeria still complete these projects?
Yes — but only if Nigeria government, opposition parties, independent candidates

Creates a Rail Infrastructure Fund

Forces local content + training

Uses Nigerian contractors with Chinese technology

Stops abandoning projects after elections

Protects funds from leakages

Uses public–private partnerships instead of only loans
