Why Nigeria’s rail projects are not completed funding from China stopped halfway. Many of Nigeria’s rail projects depended on China Exim Bank loans. After 2020, China became more cautious about lending to African countries with high debt.
So:
Kaduna–Kano rail → funding stalled
Port Harcourt–Maiduguri rail → partial funding
Lagos–Calabar coastal rail → no full financing
Without the loan, construction slowed or stopped.
Nigeria did not provide its own counterpart funding
China usually pays 70–85% of a project.
Nigeria must pay the remaining 15–30%.
Nigeria often failed to release its share on time because of:
Budget deficits
Falling oil revenue
Currency devaluation
Debt servicing pressure
When Nigeria doesn’t pay its part, China won’t release theirs.
Political changes reset projects
Every new administration wants to:
Change contractors
Change priorities
Renegotiate loans
Start new projects instead of finishing old ones
This breaks continuity.
Corruption and leakages
This is uncomfortable but real.
Some funds meant for:
land acquisition
compensation
materials
logistics were mismanaged or diverted. When money leaks, projects stall.
