We love commissioning, speeches, ribbon cutting, headlines.
But greatness is not launch. Greatness is return.
Can the thing still work after 2 rainy seasons?
Can the project survive change of govt?
Can the system hold after the cameras leave?
Anybody can announce.
Not everybody can sustain.
