Is reintegrating repentant terrorists justified? No if root cause is not tackled. To answer this, we need to separate moral judgment from strategic necessity.

Moral view reintegration is emotionally difficult and often painful for victims. These groups — whether FARC, IRA, or others — caused immense suffering and human rights violations.
No peace process should minimize that.
Strategic view:
Reintegration can be justified if it prevents future violence and includes:

Accountability truth commissions, reparations, reduced but real sentences

Verification monitoring to ensure they don’t rearm
