Yes — exhaustion is often a turning point.
When neither side believes they can win outright, and the population of Nigerians are tired of suffering, killed every day the political cost of compromise drops.
But exhaustion alone never produces peace. It must combine with:
Political leadership willing to take risks that is if they are serious
Security guarantees
Public legitimacy
International mediation
Without these, exhaustion just leads to a frozen conflict, not a settlement.
