Excepting President Yar'Adua and President GEJ all substantive ministers of petroleum resources from 1999 to date have been the sitting presidents.

With the kind of security challenges plaguing Nigeria all these past years one expects the presidents would prioritize personally overseeing the ministry of defence portfolio. Whosai!
It's ministry of petroleum resources that catches their fancy. And what has been the result?
√Dead but ATMised refineries.
√Massive importation of (often substandard or adulterated) petroleum products.
√Opaque allocation of oil blocks to cronies.
√Opaque financial statements, if any.
