What Nigeria can do immediately
Nigeria can hire millions of youths for:

Civil works

Scaffolding

Welding (after certification)

Pipe fitting

Electrical installation

Security

Logistics

Fabrication

Non‑critical construction

Maintenance support

This keeps money in Nigeria and builds local capacity.

But the core refinery engineering must still be led by EPC giants — at least for now.

But here’s the good news Nigeria can build this capacity
Countries like:

India (L&T, Reliance Engineering)

China (Sinopec Engineering)

South Korea (Hyundai, Daewoo)

Brazil (Petrobras Engineering)

All started exactly where Nigeria is today.

They built capacity through:

Joint ventures with EPC giants

Local content laws

Training programs

Technology transfer

Local fabrication yards

Nigeria can do the same.
