What official investigations actually found
NEITI (Nigeria Extractive Industries Transparency Initiative)
NEITI reported that:

Over $25 billion was spent on refinery rehabilitation between 1999–2020.

No refinery produced fuel during most of that period.

Many contracts were awarded to non‑qualified companies.

Payments were made for work not done.

This means the money left government accounts, but the refineries never worked.
