The MoUs were signed without transparent competitive bidding
This is another major reason for criticism.
Atiku and Oye argue that:
NNPC bypassed open, competitive procurement.
No public tender was issued.
No technical evaluation reports were published.
No due‑diligence documentation was shared with stakeholders.
This raises red flags in a sector historically plagued by opaque contracting.
Nigeria previously used world‑class EPC contractors — these companies do not compare
Past refinery work involved:
Saipem
Technip
KBR
JGC
Hyundai Engineering
These are global EPC giants with decades of refinery experience.
Sanjiang and Xingcheng are not in the same league, which is why critics say the MoUs represent a downgrade in technical competence.
