The widely circulated racist “P.W. Botha 1988 speech claiming he said Black people are incapable of governing themselves is false — there is no evidence he ever said or wrote those words.

What he did say in 1988:
P.W. Botha did make hardline apartheid statements in 1988, including ruling out Black majority rule at the National Party Congress. That part is true.

But the viral quote about Black people lacking brain and mental capacity appears nowhere in verified archives, speeches, interviews, or South African government records. It is widely regarded by historians as a fabrication.
