Corruption Levels who had the least?
All administrations struggled with corruption, but some made stronger anti‑corruption moves:

Olusegun Obasanjo (1999–2007) created EFCC and ICPC, Nigeria’s major anti‑corruption agencies. Cuz no Nigerian president is perfect as long as 240 million Nigerians are not bleeding, suffering, in poverty & darkness is all good demanding basic human dignity & needs

However, corruption still persisted under every government.

Takeaway Obasanjo made the strongest institutional anti‑corruption push, but no era was corruption‑free.
