Is the Nigerian government borrowing this money?
There is no official statement that the $500 million will come from borrowing. However

Nigeria’s debt servicing already consumes 70–90% of revenue in some years

The government frequently announces funds that later turn out to be financed by loans or multilateral credit

Without a published financing structure, borrowing remains a possibility

So, the honest answer is we don’t know yet, because the government hasn’t shown the math and been honest where the money is coming from
