Who changed it? The change was made by:

The Nigerian Senate itself, during a closed‑door session

The amendment was adopted by senators of the 10th National Assembly

This means it was an internal parliamentary decision, not something imposed by the executive or judiciary.

Does it affect Godswill Akpabio? short answer: No — it actually protects him.

Here’s why:

Akpabio is the current Senate President of the 10th Assembly.

He is eligible for re‑election into the 11th Senate.

He has already served more than one term, which satisfies the new two‑term requirement.

The rule says one of the terms must be the immediate past term — Akpabio meets this too.

So the amendment does not block him.
If anything, it reduces the number of people who can run against him, because:

First‑term senators cannot contest

Newly elected senators cannot contest

Returning senators who were not in the 10th Assembly cannot contest

This leaves only a small group of senior, returning senators — a group in which Akpabio is one of the most senior.
