Demand monthly public dashboards for all 774 LGAs: security incidents, school attendance, health center functionality, farm output, social programs. No data, no progress.

Tie visibility to shame:
Rank all 36 states and 774 LGAs on basic indicators (schools open, PHCs working, roads passable, attacks reported). Publish and update monthly. Make underperformance politically expensive.

Push governors to hold open LGA security and development meetings:
Not closed-door security meetings—public town halls where commissioners, LG chairs, and security heads must answer questions on record.
