Use international pressure because the contractors are foreign companies, Nigerians can:

file complaints with Italian regulators (Saipem is Italian)

notify the U.S. SEC if any U.S.-listed companies were involved

notify the UK Serious Fraud Office

Foreign regulators often act faster than Nigerian institutions.
